WP 6: International Co-operation including International Associations
Leader: Dr. Fits van Oostvoorn, ECN - Energy research Centre, Netherlands

The overall goal of this WP6 on International Benchmarking is to cooperate, disseminate and exchange information on the progress in the field of RTD on DER integration on an international level. This implies developing and using events in which the main international organisations that are concerned with the integration of DG & RES, e.g. in terms of RTD, investment, regulation, policy, informing about good practices or as another stakeholder meet each other and exchange relevant results, experiences in this field.

This objective is further implemented with an approach of creating a systematic exchange of information in all areas of the topic of DER integration in energy supply by organising EU missions of experts outside the EU to other leading countries in the field and stimulate the participation from EU side of DER integration experts in international events on DER integration and participate in organising such events. Of course the USA, Canada and Japan were the counterparts in commonly organised international conferences in the last four years. This led also to a commonly supported (all IEA members) participation in the IEA conference in Paris on DER integration in 2006.

Furthermore the approach can be characterised by maintaining as IRED a close contact with these organisations through:
  • Share and compare visions, missions and strategies in the field of integration of DG&RES.
  • Exchange information on respective work in progress in the field.
  • Play a mutual advisory role for the main critical outcomes of the cluster.
  • Foster and accelerate bilateral and multilateral program of work in the field.
  • Present from the cluster strategies and outcomes and to receive feedback.
  • Get mutual support in the organisation of major events, workshops, symposia, exhibition.
  • Get mutual support in dissemination tools, newsletter, website, publications.

Further by supporting common strategic activities through:
  • Information exchange and strategies collected from international organisations will be disseminating to target audience via the integrated information system.
  • Implementation of joint activities.
  • Joint activities as training and mutual opening of facilities and laboratories can be expanded by cooperation with the international organisations.
  • Organise and execute EU-missions to the USA and Japan.
  • An exchange of information by participations in conferences and workshops.

All those contributions to and supporting of the organisation of these activities could only become successful by the small team of IRED through a for DER integration RTD representative cluster of partners, see below an overview of projects represented by partners IRED. Final the activities of WP6 could only be conducted and support the wide coverage of different research perspectives through the availability of a wide scope of RTD areas represented by the different partner organisations. This is also demonstrated by the variety of EU projects on DER integration that the IRED partners each coordinate for the Commission. For example the IRED cluster of partners covers the following European DER integration projects:
  • IRED - Integration of Renewable Energy Sources and Distributed Generation into the European Electricity Grid, www.ired-cluster.org.
  • CRISP - Distributed Intelligence in Critical Infrastructure for Sustainable Power, www.ecn.nl/crisp.
  • DISPOWER - Distributed Generation with High Penetration of Renewable Energy Resources, www.dspower.org.
  • INVESTIRE - Investigation on Storage Technologies for Intermittent Renewable Energies, www.ired.uni-kassel.de/investire.
  • MICROGRIDS - Large Scale Integration of Micro-Generation to Low Voltage Grids
  • DG-Facts - Improvements of the Quality of Supply in DG networks through the Integrated. Application of Power Electronic Technoques, www.dgfacts.labein.es/dgfacts.
  • ENIRDGnet - European Network for Integration of RES and DG, www.dgnet.org.
  • SUSTELNET - Policy and Regulatory Roadmaps for integration of DG and development of Sustainable electricity networks.
  • SOLID-DER - Consolidate RTD activities for large scale integration of DER into the European electricity market, www.solid-der.org.
  • FENIX - Flexible electricity networks to integrate the eXpected Energy evolution, www.fenix-project.org.
  • DER-Lab Network of excellence for DER and preparation of standards www.der-lab.net
  • More Microgrids - Large scale integration of Micro-generation to Low voltage Grids www.microgrids.power.ece.ntua.gr.

The IRED group cooperate with other organisations at three different levels:
  • European level: Mainly the following organisations:
    • Working Groups on Distributed Generation at EURELECTRIC and association of EU utilities
    • Trade associations like EWEA,EPIA,EUBIA,COGEN etc.
    • The Association of EU Regulators
    • ENEL Renewable group and other energy and electricity companies of Mediterranean countries.
  • International level, mainly the following organisations:
    • Renewable Working Party of the International Energy Agency.
    • Technical Associations like CIGRE,CIRED: working groups in DG & RES
    • IEA RES working Group.
  • OECD countries level: Mainly the following:
    • DOE Department of Energy US government and related laboratories and Federal Commissions.
    • EPRI Electric Power Research Institute.
    • Edison Electric Institute, the US equivalent of Eurelectric.
    • CRIEPI, the Japanese equivalent of EPRI and somehow of Eurelectric.

A major work of the cluster on International Benchmarking and Cooperation in period 2005 - 2007 was the initiation and support for the setup and development of the European Technology Platform on Smart Grids, which was a great initiative of the IRED research cluster in 2005.
